InnoCities are Finnish university cities and towns that have defined their own lead themes for competence and development in ecosystem agreements made with the Finnish State.

The cities act as platforms for competence, activities related to research, development and innovation and investments that are important for the future. The ecosystem agreements aim to create an internationally attractive experimentation and innovation environment for ecologically, socially and economically sustainable solutions.

There are 19 participating cities and 1 municipality, with a total of 16 ecosystem agreements signed with the state in 2021.
